About The Role

Are you looking for a new challenge and a role which will allow you to build and lead a team covering all aspects of Health & Safety in a busy local authority?

We are looking for a Health & Safety Manager to deliver the function across the Council’s whole range of services. The team has responsibility for the provision of competent advice and support, to ensure that the authority meets its statutory duties and responsibilities in all areas of health and safety, relating both to employees and to others that may be affected by the activities of the Council.

You will be the lead point of contact for health and safety support, as well as leading the development and improvement of safety management, and arrangements in specific threads of work.  The role includes undertaking assurance activities to ensure teams across the council are working in line with legislative requirements, policies and procedures.

You will be encouraged to utilise your ideas, skills, and experience on how to do things efficiently and effectively. You will take the lead in promoting a safer environment for all our employees and others.

You will be involved in the development and review of policies & procedures, undertake inspections and participate in audits, investigate accidents, and make appropriate recommendations.

This role is offered on a part-time basis, working 22.2 hours per week. 

About You

The successful candidate will be able to demonstrate that they have the following skills, knowledge, and work experience:

As part of the Council's commitment to providing high-quality and efficient services, you will need to be an experienced competent health and safety professional with excellent knowledge and practical experience of H&S legislation and issues within a corporate environment.

You will have a relevant health and safety qualification, equivalent to NEBOSH level 6. You will also hold a professional membership, equivalent to Tech level IOSH membership (minimum) and have experience working in a public sector or facilities management environment. You will have proven working experience in providing Health and Safety advice and achieving statutory compliance. You will have a technical understanding of other safety-related disciplines.

You need to be highly organised with great attention to detail and have a forward-thinking approach, you will be experienced in finding solutions to complex matters in a multi-disciplinary organisation.

You will have excellent verbal and written communication skills, and be able to influence and work in partnership with stakeholders both across the council and externally, to achieve desired outcomes.

You will be proactive, flexible, conscientious, and able to embrace change. Crucially, you will also share the Council's values and respect the opinions of others, you will work with integrity and compassion and be a team player.

You will have excellent time management skills and can prioritise and organise your own and your team’s workload to meet service demands and deliver a high-quality service against agreed KPIs, targets and timescales.

You will be proficient in the use of Microsoft Office products and other electronic management systems, ideally NEC; you will be experienced in analysing H&S data and producing Health and safety required reports. You will have experience of maintaining databases to record information precisely.

You will have leadership skills and be able to motivate your team to achieve optimum efficiency.

You will have experience of reporting to senior managers in both written and spoken form.

You will have experience of procuring contractors and managing them effectively.
