About The Role

Are you looking for a new challenge and a role which will allow you to build relationships which help people make a real difference to their lives?

We are looking for a Development Surveyor to review Council owned assets and assist in the recommendation of future development work, investigating opportunities to promote the use of land in line across Great Yarmouth.

You will be managing a range of high value sea front development projects, you will provide advice on promotion opportunities, new acquisitions and disposals, managing the Council’s wide variety of assets in its Investment Portfolio having an emphasis on a commercial return and achieving best value on all property transactions.

What will you be doing?

You will manage a range of development projects and provide advice such as viability assessments, valuations and managing our external property advisors, creating alternative uses for Council owned land and property to maximise commercial value of its assets.

You will assist the process of appointing of consultants, working with the procurement team to progress and implement property development proposals, negotiating commercial terms relating to new disposals, acquisitions and other development related agreements.

On a daily basis you will advise on local government regulations, codes of practice, valuation and development risks on emerging developments.

You will be responsible for reporting and managing capital expenditure in accordance with the programme budgets and also prepare and present reports, giving a summary of any issues and their implications and that they meet Council guidelines.

The post if offered on a permanent contract.

The property and Asset team are responsible for delivering management and maintenance services to the Council’s commercial, investment and office portfolio, comprising approximately 900 individual assets. The department collaborates closely with colleagues across the council along with partner organisations and contractors to deliver a challenging and varied workload. The Council benefits from having properties ranging in age between 5 and 150 years old, so there is always the professional challenge of fitting the latest technology and legislation into a wide variety of assets.

This role offers hybrid working arrangements requiring you to work from the corporate office buildings, make site visits as well as the flexibility of home working as appropriate.

About You

The successful candidate will be able to demonstrate that they have the following skills, knowledge, and work experience:

  • You must be professionally qualified and hold a Degree in Estate Management or the equivalent, or postgraduate qualification or relevant experience in a commercial organisation or Local Authority.
  • You must hold a relevant RICS qualification
  • You must hold a relevant RICS valuer qualification
  • It is essential that you have proven, relevant practical experience and knowledge of the various methods of marketing, disposal and acquisition of land and buildings.
  • We require you to have experience of Planning procedures and progressing work activities within general professional guidelines or organisational policy and demonstrate in depth knowledge of service specific and professional issues.
  • It is essential that you have the relevant skills to persuade others and influence outcomes critical to the organisation and have good communication and organisational skills and be able to negotiate effectively and meet commercial and contractual deadlines and deliver on projects.
  • You will have excellent reporting skills and have financial experience to manage budgets effectively.
